The Gulf Coast between Corpus Christi and Lake Charles holds the largest concentration of refining and petrochemical capacity in the United States, and the Houston Ship Channel is the densest part of it.
That concentration is why the region buys heavy-wall process piping in volume: cracker transfer lines, fired heater coils, coker and reformer runs. It is also why the work is scheduled against turnaround windows rather than against a calendar.
Hurricane season shapes the schedule from June through November, which pushes major turnaround work toward spring and autumn and compresses the fabrication lead time on either side.

Tulsa to Houston is roughly 475 road miles, an overnight run for a truck. For anything too large for a road, the Tulsa Port of Catoosa connects to the Arkansas River, the Mississippi and the Gulf Intracoastal Waterway, so a bend can reach the Ship Channel by water without ever being craned onto a highway trailer.
Load-out is part of the job on large work rather than something that happens afterwards. A bend that fits the drawing does not always fit a road, and a piece that has to be re-rigged twice on the way out costs more in handling than it did in bending.
